User-controlled 'done with this topic' signal to the feed algorithm

@nikitabier Feature idea for X: Easy way to tell the algorithm that you're done with a topic, even though you've been engaging with it, and you're ready move on and not see it anymore. Blocking words doesn't work. I don't want to miss all future stories involving Minn or ICE.
