Ultra-fast, minimal Windows file manager focused on instant directory listing

@WindowsLatest Here’s an idea, make it do the one thing the user is trying to do, and literally nothing else! There’s no reason for it to take more than 15ms to load the directory list after any navigation. Linux does it, osx does it. Not hard.
