Pre-election analyzer for municipal fee/ballot measure impacts

Many #SanDiego residents are struggling with a new trash collection fee imposed by a misleading ballot measure. A councilmember wants to implement transparency reforms that would at a minimum provide voters with the information they need to make an informed decision on future fee increases. This should not be controversial. If anything, the editorial goes too easy on the councilmembers who halted a vote on the measure by walking out during the November 19 Rules Committee meeting.
