CUDA-like developer stack and drivers for AI chips (targeting China)

@adam__isom @geofflangdale @TheAhmadOsman pretty sure that if you sell china software for creating ai chips alongside with all needed drivers (something like cuda) then they will easily pay you a billion dollars, if software is so easy to create theres your top1 guaranteed idea that will print money
