Procurement requirements + scope-variation management platform

@charlyjl @FranMooMoo I would suggest the public service is terrible at documenting their requirements. Then like Charly says, the say: well actually we want x,y,z also. Thus scope creep is born... worst part is they don't even base decisions on an approved budget!
