Many different chains support EVM smart contracts, I wish many supported AVM smart contracts. To support AVM you don't necessarily need to be a new genesis of Algorand, the same way many of the EVM chains are quite different from Ethereum. Sounds like Fiat will be modular and different and can support other consensus and VMs also. In any case, the presentation did a good job at describing this and why a Fiat chain might be needed, but it did not really explain in detail how the Fiat chain actually works (details about the "dual engine" are lacking). I am not sure at this point anyone seriously understands what it is exactly (other than insiders of course).
