Env-aware exclusion of Expo modules via app.config.js for conditional bundling

. @expo new feature idea: Add the ability to exclude specific Expo modules based on app.config.js or a configuration file similar to react-native.config.js Currently, this can only be done via package.json, which prevents the use of env variables. We have a use case where we need to bundle a subset of dependencies specifically for POS devices💰
