Retail-specific credit card optimizer (per-purchase recommendations)

I need an app that: - Knows what credit cards I own. - I can inform as to what retailer I'm about to purchase from. - Suggests which card(s) give me the best value in terms of credit card perks (both one-off and annual), cash back, points boost, discounts via CLO platforms (Cardlytics, etc) per that *specific* retailer. Show a spread of options, and not just a singular recommendation (since that last mile decision is pretty nuanced). Does this exist? Understand that this is a mess of Plaid and API integrations, but seems to be an acute problem to solve with people who cardmaxx between 3+ premium credit cards.
