Water policy & assets monitoring dashboard for public and policymakers

@TonyHWindsor @EVERALDATLARGE Tony, I wish politicians would focus on water. We need it for food, and, of course, we need it for the environment. I cannot understand why it's so difficult for people to understand these simple concepts.
