Measure when technical debt becomes a drag on development

@JustDeezGuy I think this is just confirmation bias. People who implement these systems remember the time that features "fell out" of their elegant domain model, feeling vindicated, and memory hole the times a simple new feature request comes in that blows up the entire structure.
